Re the last I3 UPDATE: "can you vote online, can you submit a planning application online? Not in the UK, but you can pay your taxes and TV licences online (governments have different priorities to us!)"

It looks very possible that I'll be able to vote electronically from home (or anywhere else) see http://www.stalbans.gov.uk/local-democracy/
